- The breeder has been held by an appropriate governmental authority or humane society to have failed to comply with federal, state/provincial or local laws and regulations concerning the keeping of dogs.
- The breeder has officially been held by a duly constituted breed club, kennel club, registry or similar organization to be in violation of the rules and regulations of such organization.
